Mystery Structure.  

Manners_Mystery.jpg
High in the sky above Manners Street, there is a mysterious structure on the top of a building.
It sure looks like it is functional, rather than some architect's folly, but I can't figure it out.

The tracks and the continuous curves suggest to me that the window cleaner or maintenance gantry runs along it. Pete
